  I actually left that job and work on a LAMP platform now. All my experience was only on Unidata as my former employer had only planned to move over to MS-SQL recently.

This creates an account for them. When you assign them their first assignment request, the email notification sent will have instructions on activating their account. I hope this clears things up a bit.
